The halfway meridian, and both KS-10 audits at once: the unannounced two-passage oral-reading audit — judged by flow and latency, with word-by-word delivery counted as failure the way hesitation fails a tables fact — and its same-week twin, the teacher-read timed dictation at the same 98% floor. Automaticity is certified before extended composition opens — the essay form is raised at KS-6 on machinery that now costs the writer nothing. After this year the meridian never measures reading rate again: fluency is consumed by comprehension as facts are consumed by algebra.
