Reading to learn opens, and it is gated: the cold two-passage oral-reading probe (≥110 words correct per minute at 97% accuracy) is the entry ticket, because a student still sounding out words pays the same working-memory tax as one finger-counting 7 × 8 inside long division — the checkpoint that prevents the fourth-grade slump. Comprehension takes its terminal KS-7 fix inside content passages nothing labels 'reading comprehension'; the paragraph reaches KS-7, the essay's skeleton appears at KS-4, and spelling reorganizes by morpheme.
